In order to upload log files, you need to install a client application. You can choose which uploader you want to use below. The Electron uploader will be replacing the Adobe AIR one eventually, but for now you can install either one.
To use the Adobe AIR uploader, you need to download and install Adobe AIR from Adobe's Web Site. Make sure ad-blocking is turned off on Adobe's site, or you will not be able to see the download link for AIR.
Once you have Adobe AIR installed, you can download the client from the link below.
The Electron uploader is in beta, and it will eventually replace the Adobe AIR uploader. To try it out, click the link for your platform below.
If you are using a language other than English, this uploader is recommended over the AIR-based one, since it will support localization very soon.
After installing the client uploader, you must then install the RiftLogger add-on. Although Rift does have a combat log, it doesn't contain enough information for all of Rift Logs' features. This add-on writes out combat log information to the non-combat log file instead.

Note that the add-on and client uploader are often going to update at the same time, so if you see the client uploader auto-update itself for example, you'll know that you should probably check for a new version of the add-on as well.
